In the first case, you're out of luck unless you find an external
party that can relay your e-mail to you through a different port. In
the latter case, only outbound e-mail is affected. Please note that
this situation makes your problem rather more ISP-related than
OpenBSD-related.

You shouldn't limit your checks to the pop3 and imap ports. E-mail is
delivered first through SMTP; your MTA will handle it from there (e.g.
allow access through POP3 and/or IMAP).

Check whether external servers can connect to your smtp port. If they
can't, the timeout is quite easy to explain.
