pfctl: Cannot allocate memory.

Memory: Real: 16M/33M act/tot  Free: 55M  Swap: 0K/512M used/tot
Trying to load a table from a file that is 21megs and pfctl -t spamd -Tr 
-f file.txt
is outputting.. 'pfctl: Cannot allocate memory.'
