inetd and netstat with parameters

I try the following

/etc/services
netstat  9999/tcp

/etc/inetd

netstat stream  tcp     nowait  root    /usr/bin/netstat netstat - 
natafinet

$ nc localhost 9999

but I can get any result.

then i tried starting inetd -d to get some infos
where the problem could be, but no result.

My question is how to get this work or how to
debug.
