It depends on exactly what you mean. Are you asking about vendors that
use OpenBSD and pf and are proud of it? Or vendors that even though
they don't talk about very likely use code from the OpenBSD project?

If it is the latter there is strong evidence that IPSO (The OS on Nokia
and Checkpoint based firewalls) is derived from OpenBSD. I can't think
of any commercial vendors that use pf and advertise the fact.
