I know php4, both core and extentions builds fine for me in 3.6. Is there any reason why you're not just using packages? They're all on the FTP site, including the latest ones for 3.6. Otherwise, my guess is that something is out of sync with your ports tree (you're at least missing the distinfo file for php4), and possibly your base.
