Can't you just have the hole partition encrypted, I've never actually encountered information about how to do it on OBDS, but the NetBSD guide explains how to do it in details. That way nobody will be able to unencrypt it unless he has the password, right?

But then again, they might try some nasty tricks on you to get the password..., but hopefully not ;)

Here is a HOWTO on building a fileserver with OpenBSD, I guess you could use parts of it to do it. (Don't know if the link works though, I had it in my bookmarks and I can't access port 81 when I'm in school).
