Just in case that "breakage" was not intentional, but a side-effect of other changes in ppp, I can report that it used to work on 3.6. I had to apply this diff http://archives.neohapsis.com/archives/openbsd/2004-11/2880.html to actually get packets from the interface, but it IPV6CP worked and ifconfig showed the peer address correctly even without the patch.
