Theo had actually responded to me off-list asking to discuss this in about a
week, which I assume means after all of your work gets integrated. Hopefully
between the two of us working on it, we can get all of the cool features and
none of the cruft integrated. :-) (Note to Theo if you're reading this: I'm
happy to sit back and wait until any help I can provide wouldn't just be getting
in the way.)

Meanwhile, FYI to anyone who's interested, I've just finished some work with
Aaron Turner, the author of tcpreplay, to get the latest stable version working
with OpenBSD 3.7 (OK, he did the work, I did the testing...credit where credit
is due). Of course, this doesn't negate the benefit of upgrading libpcap,
especially since he's got a beta version that's a major revision up that
probably wouldn't work until said upgrade is done, but it does mean that I might
be able to get an updated port/package set up for 3.7 & below. That said, if
anyone here can give me pointers on doing this, they'd be much
appreciated...meanwhile, I'll wander over to ports@ to start figuring it out 
myself.
