You may want to read the article again. If you enable ACK prioritisation, you are likely to get better performance. Try it on your OpenBSD box if you're not doing it yet. Mentioning that things improve when you let the modem do all the work, may be a good indication that your modem prioritises ACKs as a standard feature.
