Before investigating too deeply, you might want to try -current, ralink support was still fairly new at 3.7-release and Damien has fixed some problems since then, especially for hostap.

fwiw, I have MiniPCI ral (same chips/revisions as you) working in hostap mode on Soekris 45xx and Cardbus in client mode on some old Tecra under -current from the end of last week - I see a single 'ral0: device timeout' at startup, but no real problems noted so far (not heavily used, though).

As a point of interest, I noticed that Marvell wireless chips are now turning up pretty widely, and it looks like they may be replacing Ralink for some OEM (at least, Asus Ralink PCI cards out of stock one place I looked, but loads of a higher-model-number Asus Marvell PCI card).
