Some motherboards handle it without OS intervention. Honestly, I would
be worried about a userspace application handling the fans.

I have an Asus A8V Deluxe that does it without OS support, but it
seems to have trouble with all but the newest OSes. Linux 2.4.x and
OpenBSD 3.6 (both AMD64 and i386) hang during boot.
