  libjpeg-turbo is a version of libjpeg which uses MMX, SSE, and SSE2
  SIMD instructions to accelerate baseline JPEG compression/
  decompression by about 2-4x on x86 and x86-64 platforms. It is based
  on libjpeg/SIMD but has numerous enhancements.

I talked privately to Adam Tkac who is involved with this project, and
he is very interested in receiving any Windows / cross-compiler
patches that we may be carrying.  This looks like a good project, and
hopefully at some point we (and Fedora) can switch over to using this
instead of vanilla libjpeg.  There are obvious benefits for Windows
32-bit and 64-bit users.
