In Fedora we maintain over 100 mingw32-* packages (not OCaml specifically, but many C and C++ libraries), and there are often quite a lot of changes from upstream and from the native package. I'm afraid that "minimal modification" is going to be very hard to achieve. Of course it's always something to aim towards, but maybe not this decade :-( > Yes, this can be an issue. This is not necessary for any Fedora cross-compiled packages, so I'm not clear why it should be needed for Debian ones.
