I see it all the time on CCR1036, 1016, and 1009’s. Cosmetic all the way. 
Notice how immediately after the zero, it spikes to double the traffic, then 
back to normal. Effectively summing usage for the last two ticks because it 
missed one. Another tip-off for cosmetic is that in some instances the figures 
are impossibly high given known interface throughput capability (ie 1.5gbps on 
a 1gbps port).
