Hello Henry and Airsay,
I can confirm this issue as well on version 18.03.01. It allows you to
create Recurring fixed deposit products(RD), but the created product will
not be part of the dropdown list when creating RD for clients.

A work-around may be to "create sample savings product" with lock-in
feature, then create standing instructions from other client accounts to
this specific account to be created for the same client under that sample
savings product . [However, this may not fully capture all features
expected of a typical RD]

  Moreso, checks around revealed that its a known bug
<https://github.com/openMF/web-app/issues/998> and being fixed in
subsequent release as seen on this staging link -  "
https://staging.mifos.io/#/newclientrecurringdepositaccount/4"; and should
be part of release 19.02.
