The length given by the client is not required to include a terminating
null-character.

Correct. There is no requirement for a terminating null-charater in this code so I'm not sure what your trying to say.

The null-charater is applied in the GetObjectLabel call where the client is required to provide bufsize which includes the null-terminator.

This error should also be generated when the client specifies an explicit
length that exceeds MAX_LABEL_LENGTH.

The comment in this code is from the spec. The spec only ever says to generate this error when <length> is negative.
