This only appears to happen on Raven2.

Possible way to reproduce:

resource_get_handle(WINSYS_HANDLE_TYPE_KMS) --> sets is_shared = true
resource_get_handle(WINSYS_HANDLE_TYPE_DMABUF) --> fail
