With this approach, simply using
MESA_EXTENSION_OVERRIDE=GL_NV_primitive_restart on a non-gallium
driver would not work, but it would match what happens today...

I'm not too concerned about non-gallium drivers but I think it should always be enabled for the swrast driver because I still occasionally test things with that driver.
