I tracked down the Gen7 HiZ regression a little bit. It turns out it
isn't HiZ, since
$ INTEL_HIZ=0 ./bin/fbo-clear-formats GL_ARB_depth_texture
still fails. However, reverting commit bebc91f0f3a1f2d19d36a7
(i965: Replace references to stencil region size with buffer size) fixes
the test. (You also have to revert 254b24f195110 so it compiles.)
I'll leave it to you to figure out why...
