This is premature. The discussion on amd-gfx hasn't concluded yet.

For Mesa, the outcome of that discussion doesn't matter. Mesa has 2
variants of BOs: "no CPU access" and "everything else". Whether
"everything else" will set some additional flag is just a cosmetic
detail that is not relevant to this series. A special flag that is the
opposite of "no CPU access" can be set in the winsys if needed.
However, the winsys interface will not expose it anymore. ("it" being
RADEON_FLAG_CPU_ACCESS)

Well, theoretically Mesa knows about PIPE_USAGE_DYNAMIC. I doubt that it's useful in practice though.
