The OpenGL extension KHR_no_error is exposed since commit d42d150ad26e29d9e894ba9f9e28f8134e2e5393 by Timothy Arceri. Therefore it should be marked as "started" in the features.txt

AFAICT "started" is the correct state for now. If it is considered "DONE" already, let me know and I send a v2.
