I just had a look at an old copy of h.262 spec I have.
Unless I am misreading it seems that
picture_structure = 3 (frame) is perfectly valid for interlaced.
It just means the picture was coded as a weaved frame rather than
totally separately as fields, with other values like like
top_field_first and progressive_frame used to decide how to process.
