This tiny series adds support in NIR for 8 and 16-bit types. In particular, it now supports int8_t, uint8_t, int16_t, uint16_t, and float16_t. No 8-bit floating-point type is supported because 8-bit float would be stupid.
These patches have been tested in Jenkins but no 8 or 16-bit code has been run through it yet. Even if we're people don't want to land the second patch (due to not having a vertical slice), I'd like to land the first refactor patch.
