Hi, this is a series of assorted patches that together fix GL45-CTS.gtf32.GL3Tests.packed_pixels.* on radeonsi. The fixes are:
1. Fix SINT <-> UINT conversion in some places. 2. Honor all pixel pack settings in GetTexImage. 3. Disable some formats for PBO copies that aren't really supported. Please review!
