This extension is a prerequisite for EGL 1.5, but the Intel drivers don't report support for it, and I'm not really sure why, the driver code certainly looks prepared for it. That said, I haven't tested either of these patches, and I'm not aware of any apps using the feature (certainly nothing in piglit).
