More steps toward moving all the software texture code into swrast and formalizing texture memory allocation/deallocation.

I tested swrast, gallium and the i965 driver with the piglit fbo and texture tests. Shouldn't be any regressions.

The texcompress_*.c files are temporarily using the swrast_texture_image type, but that'll go away in future patches.
