Various changes to enable mesa to be built for Cygwin -with-driver=dri rather
than -with-driver=xlib, so that AIGLX can be used.
1) Make XF86VIDMODE extension optional
2) Don't require LIBDRM on Cygwin, and build with GLX_INDIRECT_RENDERING only
3) Make DRI2PROTO optional in a GLX_INDIRECT_RENDERING only build
