That is the recommended approach.

The MeeGo Qt SDK is due to come out soon, in the meantime you can use the Nokia 
Qt SDK available from 
http://www.forum.nokia.com/info/sw.nokia.com/id/e920da1a-5b18-42df-82c3-907413e525fb/Nokia_Qt_SDK.html
  to get started.  It is planned so that a lot of the cool features in the 
Nokia Qt SDK will make their way to the MeeGo Qt SDK (on device debugging etc.).

Another question hasn't be answered: X, QT is must, right?
If I want to develop a application for MeeGo,  am I use the QT to develop the 
UI?
