I believe the biggest variable in AOM is the "formulary" - what size (ED
"list", PHA formulary, FSV load), who builds it, who will maintain
it...these are big issue.  POM is another story - rebuilding a "tiered
look-up", order sets, order rules, etc.  Will this be for Physicians or
Providers?  The build will depend on it...
 
I have spent anywhere from 6-10 months to build POM/PCM fulltime,
with/without internal site resources.  A solid Physician Champion and POM
Core Team are HUGE keys as well.
