Last week saw a lively discussion about a proposal "to discontinue" the 
reference capture agent [1]. While we consider the proposal itself an issue 
amongst committers according to our governance model [2], the board would like 
to offer its support in moderating the debate. 

First and foremost, we are taking this discussion to the community list because 
we want all adopters, piloting institutions and parties looking into Matterhorn 
to be aware of this proposal, which might affect your planning with respect to 
the CA you are using in the long run.

The board sees the proposal to re-allocate resources invested in the further 
development of the reference CA on the one hand, the institutional need to 
continue this development on the other hand. Also, there are strategic 
implications, Matterhorn loosing its "soup-to-nuts" status is one of them. 
Finally, there is a proposal on the table to cut down on the further 
development, yet make sure the reference CA can be of use to institution. This 
proposal has to be fleshed out, especially with respect to funding and/or 
supporting this effort.

We would therefore like to ask the committers to free the proposal of the time 
limit according to [3]; the discussion should of course continue, but we would 
like to propose a virtual meeting after the release of 1.4 to resolve this 
issue. This allows committers to focus on pushing out that overdue release, 
everyone to re-consider the proposal at hand and thus have an efficient meeting 
to find a solution for the benefit of the project and the community.
