Turns out that there are a couple of issues that are causing this problem
(thanks to D. Horwitz for discovering them!). First, the JobBarrier was not
well implemented, leading to an overhead in database queries. Second, the
working file repository did not check precalculated md5 sums correctly on get()
operations and redid that calculation every time there was a request to compare
them.
