As indicated in the ENF, Healthpeak is seeking approval for the redevelopment of an approximately 45.7 acre site in West Cambridge, in close proximity to Arlington and Belmont. The current plans call for the development of approximately 4.58 million square feet of gross floor area of residential, office, laboratory, retail and structured parking. Unsurprisingly, a development of this magnitude will create significant new levels of wastewater. Indeed, per the ENF, the proposed activities at the project site will increase the volume of wastewater from 47,499 gallons per day to 761,522 gallons per day, an increase of 714,023 daily gallons of wastewater. Without adequate improvements to the wastewater infrastructure, this will overwhelm an already severely compromised area septic system. For decades, the discharge and flooding of sewage from CSOs have had serious negative impacts on Arlington. According to the MWRA, 200 million or more gallons of combined sewage was discharged into the Mystic River and Alewife Brook in 2023 during nearly 100 distinct CSO discharges. When the Alewife Brook overflows, untreated CSO sewer discharges have at times, flooded parks, yards and houses of residents in the surrounding area. The sewage discharges have also flooded area streets, leaving pedestrians to traverse hazardous conditions. As data continues to come in for CSO discharges in calendar years 2024 and 2025, it is evident that the problem is increasing as adverse weather related events continue to become more frequent.
