Good job!  I found your file:

        /usr/X11R6/lib/X11/rgb.txt

So what RPM puts it there?

        rocko:/etc/iana#rpm -qf /usr/X11R6/lib/X11/rgb.txt
        XFree86-3.3.2.3-25
