This is absolutely WRONG.

The first sentance is correct for a local server running BIND.

All my Linux time is free!  I plan on updating the HOWTO but I need
to get the time together here and learn SGML.

Dynamic DNS is something that the ISP has to do and few do it.
You can run bind on your box but you'll only want to be authoritative
for your internal LAN addresses and then just cache all requests
for IP addresses.  Thats news to me about the /etc/resolv.conf updating!
