        Now that's definitely weird. I spent about 2-3 hours last
night (before I went to Stoney's for buck-a-beer till 10) 
trying to get the second NIC to work (the PCI). I tried adding
it's base port addy to the conf.modules file, but that didn't
seem to do it. What eventually did solve the problem was a
line in one of the HOW-TOS that said something like: 
"Re-compiling the kernel to support IP-masquerading and
a second network card" so I recompiled the kernel and presto!
the card automagically worked.

        I believe you can just type 'ifconfig X.X.X.X eth<blah>'
(I possibly have the parameters backwards here) to get ifconfig
to look for another card.
