RESUME should work for any case that SEND works, because it *is* a SEND.
The only difference is that RESUME uses two additional CTCP messages to
indicate that the clients are resuming a failed file transfer. The gory
details are at http://www.mirc.co.uk/dccresum.txt .
If it isn't working, I'd check the ports that ip_masq_irc is monitoring,
as Daniel suggested. And, as Karsten mentioned, mIRC *must* know what its
real IP address is; do *not* have mIRC get its address from the irc
server.
