[masq] Protocol not available

I'm running masq and trying to use

   ipautowf -A -r tcp 6112 6112 -h 192.168.1.5

to forward a port for Starcraft.  I get an error

   setsockopt: Protocol not available

Anyone know what's wrong?  I'm using Debian 2 (hamm).
