I have to apologize.  After a week of tinkering, I
discovered that the problem is actually on our site. 
Our load balancer wasn't reaping idle connections.

Still, I don't quite understand why http connections
from our linux firewall went slow and those from our
netscreen-5 firewall were fast (both are connected to
the same DSL modem so packets should arrive at our
site with the same source IP address.)

If anyone has any ideas, please let me know.  Sorry if
anyone has spent time trying to figure out my problem.
