Did you load the ip_masq_ftp module?

It says that you're not allowed to write to a file called /etc/hosts on
the ftp server. That's not a networking problem.

That's a networking problem. Did you load the ip_masq_ftp module? But
even if you do load it, you'll simply move past that problem, to the
Permission denied problem.
Ncftp has a "debug" mode that will give you a LOT more useful
information than what you've given above.
