Well a good start would be to run tcpdump on both external and internal interface. Generally the external interface (that connects to the Internet) should be enough. Just check out the incoming packets from your VPN server. Most probably you will see some packets incoming on low port numbers (<60000). Those packets are designated for your VPN clients, but are not forwarded because your gateway does no know where to forward them to. You should try to set your linux to ipport forward the incoming packets (their ports) to the internal machinee which should be able to use the VPN.
