Timers in the Linux kernel measure time in "clock ticks". The clock
runs at a frequence of "HZ" ticks per second. So, if you set a timer to
go off in "10 * HZ" ticks, it will go off in 10 seconds.
So as you can see from the above, 15 * 60 * HZ is a timeout of 15
minutes.
That being said, I think you should investigate the "ipfwadm -M -s"
option, or the "ipchains -M -S" option, depending on your kernel/masq
version.
