When the U.S. makes an oil (raw material) deal, that is imperialist exploitation. When the PRC makes an oil deal, that is a beneficial trade agreement. Yet both deals maintain the underdevelopment of Venezuela.
Atenea Jiménez's point on political economy is the key: "there was evidently a process of economic decline prior to the sanctions. ... Only after this did the sanctions impact society."
