I think we should abandon the phrase 'Irish Potato Famine'.

The potato crop, which for a variety of reasons Irish peasants relied upon, 
failed. Food continued to be exported from the island and little was done by 
the English colonial government to alleviate the situation. In fact, they 
thought that it was a good thing that Irish had a choice of starvation or 
emigration – it suited their colonial purposes.

Thus capitalism (the market) and imperialism combined to create the famine, not 
crop failure.

The potato crop failed in Scotland as well and led to hunger, but did not lead 
to famine because of English government action.
