I would like to see the Ukrainians couple the demand for a Russian withdrawal from these regions with an internationally-supervised referendum to determine whether the residents, including those who have fled the fighting, wish to a) belong to Russia, b) belong to Ukraine or c) be independent of both. A UN supervised referendum was the basis for the withdrawal of Indonesian troops and independent statehood for East Timor. If the Ukrainians and their overseas supporters were so convinced that these regions would vote to remain part of Ukraine, they would be pressing the Russians to accede to that demand as a way to peacefully secure their withdrawal. They would win the overwhelming support of the international community in doing so. Instead, they prefer to continue a war which has cost so many lives and created such hardship and where the forcible expulsion of Russian forces seems increasingly beyond reach. The Ukrainians and their overseas supporters lack such confidence which is why they have engaged in the most tortuous mental gymnastics since well before the Russian invasion to justify their opposition to an internationally-supervised referendum allowing residents in that divided and war-torn region to exercise the right of self-determination.
