Before that, there was outsourcing to Mexico and other countries. I am not sure when this started. There was also, as Marv says, increased competition from Japan, as well as Western Europe. The US was declining relative to other imperialist powers. Changes in China during the 1970s were important politically. Nixon's visit to China in 1972 threw a section of the left in the US and elsewhere into a state of confusion.
