I am totally in favor of having a non-European city - however, actively excluding European cities if one from another continent is to be voted on smells a bit bad.

If we once again run into a situation where another continent loses the vote, we should IMHO clearly think about running a dedicated "LibOCon South America" or "LibOCon Asia" or the like...
