as for a MARCON list it should be able to be like the old OOo Market list
where one declares the nation, name of contact, e-mail and other ways of
contact, and also a slot for a group name if he is in charge of a local
team.
for example my details
Country: Malta & Gozo (the Maltese islands)
name: Warren Camilleri
local Support: Ossmalta.com - Libreoffice
Mobile: 79912004
Skype: ossmalta
twitter: ossmalta
and so on...

In a nutshell: From the project's side of view, I would require one
English
speaking contact, and would leave the rest up to the local groups.
Does that sound like a senseful compromise?
