Hi :) Actually it's usually in the foreground and often seems clunky because the words don't match the speakers lips. Some Deaf Culture events have a person on-stage reading the sign-language and speaking the words out loud for any non-deaf people that haven't learned to sign. At events aimed at non-deaf people there is occasionally someone standing off to stage-left signing what is spoken or sung. I really like the signing for clapping/cheering as it raises the energy of the event. Often voice-overs are aimed at English speakers because there is a good chance they can't understand any other language and don't know anyone that can help them/us.
