There is some need for face to face otherwise quality assurance doesn't work. How would you know it was that person's work? We train trusted assessors locally and check their work remotely - this is also an advantage because they can make money from training locally that leads to an official certification. There are many large training companies around the world, many use external certification companies so there is no conflict of interest. Governments use external certification as a way of verifying that government funded training actually takes place. We can work with community members setting up their own training businesses or working in established companies. Most of the system is on-line though because it is a lot less expensive.
