Could it be you are hitting this https://github.com/systemd/systemd/issues/3211 (also https://news.ycombinator.com/item?id=11675129 ) - besides the open files limit some systemd versions (before it was bumped to a relative value) are screwed with the default 512 tasks limit. At least I got this after some update on OpenSuse Leap 42.2 and since the systemd service file for Mariadb doesn't specify Tasks everything went south immediately.
